How Much Does Alipay Charge Foreign Tourists for Transactions in China?

Learn when Alipay applies the 3% foreign-card service fee, how the CNY 200 threshold works, and which bank and exchange-rate costs remain separate.

Quick Answer

For a normal merchant payment in mainland China funded by an eligible foreign-issued credit or debit card, the standard published rule is simple:

  • CNY 200 or less: no additional Alipay service fee;
  • more than CNY 200: a 3% service fee on the full transaction amount.

That means a CNY 201 purchase carries a CNY 6.03 Alipay service fee—not CNY 0.03. The threshold works like a switch: once the transaction goes over CNY 200, the 3% applies to the entire merchant amount.

That 3% is only one part of your cost. Your card network and issuing bank may use their own exchange rate, and your bank may add a foreign-transaction, conversion, or cross-border fee. Check the total on the Alipay confirmation screen before paying, then compare it with the final amount on your card statement.

This rule is for ordinary merchant payments funded by an eligible international card. Other Alipay functions, payment routes, account promotions, or card-specific offers may work differently.

Which Alipay Transactions Does This Fee Rule Cover?

This article is about the payment most foreign tourists actually make in China:

  • you have added an eligible credit or debit card issued outside mainland China;
  • you are paying a normal merchant in mainland China;
  • you scan the merchant's payment code or show your own payment code;
  • the linked international card is selected as the funding source.

The CNY 200 threshold does not automatically apply to every function inside Alipay. Personal transfers, red packets, wallet balance, mainland Chinese bank cards, some mini-program checkouts, deposits, and special online orders may use a different payment path.

If the order is charging your linked foreign card for a regular merchant purchase, this is the fee rule to expect unless the payment page shows a current waiver or different term.

How Much Is the Standard Alipay International-Card Fee?

A current government guide for international visitors says that international-card merchant payments do not carry the additional service fee when one transaction does not exceed CNY 200. Once the transaction exceeds CNY 200, the service fee is 3% of the transaction amount.

CNY 200 or less

The additional Alipay service fee is CNY 0.

“CNY 200 or less” includes a purchase of exactly CNY 200.

More than CNY 200

The service fee is:

Merchant amount × 3%

The important detail is that Alipay does not first remove CNY 200 and charge 3% only on the remainder. The full transaction amount is used.

For a CNY 500 purchase:

CNY 500 × 3% = CNY 15

The official public guidance is still useful for planning, but the payment page is the final pre-payment check. Fees and promotions can change, and your account may have an offer that is not visible in a general guide. See the current total before pressing the final pay button.

The 3% should be read as a separate payment service charge, not as the merchant raising the product price. A CNY 500 restaurant bill is still a CNY 500 merchant amount; the payment page may then show a separate CNY 15 service fee.

Alipay Fee Examples: CNY 80, 200, 201, 500 and 1,000

These examples assume the standard rule applies, with no temporary waiver. They do not include your bank's fee or the effect of currency conversion.

CNY 201 is the example worth remembering. The merchant amount is only CNY 1 above the threshold, but the standard service fee becomes CNY 6.03 because the entire transaction is used in the calculation.

Small everyday purchases may stay below the threshold, while a larger meal or shopping transaction can cross it easily.

The Alipay Fee Is Only One Part of Your Final Cost

Do not use one “3%” number to estimate the whole card cost. There are three separate layers.

1. Alipay international-card service fee

This is the amount shown by the payment platform for using the eligible foreign card:

  • CNY 200 or less: no additional service fee;
  • above CNY 200: 3% of the full merchant amount.

Before confirming, look for:

  • merchant amount;
  • service fee;
  • total payment;
  • selected card.

Saving the payment record is useful if the merchant later issues a refund or your bank statement looks different from what you expected.

2. Card-network and issuer exchange rate

The merchant charges in CNY, but your card account may be in USD, EUR, GBP, AUD, or another currency.

Shanghai's public payment guide says the conversion rate is determined through the card organization and issuing bank. Alipay is the checkout route, but it does not make every foreign card use the same exchange rate.

A pending amount in your banking app may also change slightly when the payment posts. The final local-currency cost can depend on the network conversion, issuer method, and posting date.

Before the trip, find out how your card handles CNY purchases and whether it adds a markup.

3. Your bank's additional charges

Depending on the issuer and card product, your bank may add:

  • a foreign-transaction fee;
  • a currency-conversion fee;
  • a cross-border fee;
  • another account-specific charge.

Not every bank charges these fees. Two cards from the same country can have completely different terms.

Alipay cannot tell you every issuer fee in advance. Before relying on one card for the trip, check a debit card's foreign-transaction fees and verification access.

A useful way to think about the final cost is:

Final card cost = merchant price

  • applicable Alipay service fee
  • issuer costs and exchange-rate effect

Why Two Travelers May Pay Different Final Amounts

Two travelers can pay the same CNY 500 merchant bill, see the same CNY 15 Alipay service fee, and still receive different amounts on their home-currency statements.

The difference may come from:

  • different issuing banks;
  • different credit or debit card products;
  • different account countries or regions;
  • different card-network or issuer rates;
  • a foreign-transaction fee on one card but not the other;
  • a temporary promotion on one account;
  • different payment routes;
  • different posting dates.

Suppose both travelers see CNY 515 in Alipay. Traveler A uses a card with no foreign-transaction fee. Traveler B's card adds an issuer fee, and the two banks use slightly different conversion rates. The Alipay total is the same, but the final USD or EUR charge is not.

A friend's screenshot cannot tell you the exact cost of your own card.

What About Promotions, Fee Waivers, Wise and Revolut?

Temporary promotions can reduce or remove the platform fee for an eligible transaction. Only count on one when it appears in your current Alipay account, on the payment confirmation screen, or in current terms from the issuing bank.

A promotion may be limited by:

  • card or bank;
  • account country;
  • new-user status;
  • transaction amount;
  • date;
  • number of uses.

An old forum post or social-media screenshot proves only that one person received an offer at that time.

A bank advertising “no foreign-transaction fee” is usually talking about the bank's own fee layer. It does not automatically remove an Alipay service fee shown at checkout. The reverse is also true: an Alipay waiver does not automatically remove the bank's conversion or account charges.

Neither product should be treated as a universal promise that every Alipay platform fee will disappear. The current payment screen remains the check that matters.

What Happens After a Refund, Reversal or Failed Payment?

The status matters. A bank notification by itself does not always mean the payment and fee are final.

Successful payment

The Alipay record shows success, and the merchant confirms payment. You can now compare the merchant amount, service fee, and final card posting.

Full refund

Public payment guidance says the transaction fee is reimbursed in proportion to the refunded amount. A full refund therefore corresponds to the full refunded transaction, but the bank-side update may not appear immediately.

Check both the Alipay refund record and the final card statement. Do not promise yourself a fixed arrival time based on someone else's bank.

Partial refund

For a partial refund, the service-fee reimbursement may also be proportional to the amount refunded.

If one item from a larger order is returned, do not assume the original entire service fee will come back at once. Match the refunded merchant amount, fee adjustment, and bank posting.

Pending

Pending means the transaction is still being processed. It does not prove that the merchant received the money, and it does not prove the fee has become final.

Ask the merchant whether payment arrived, then check the Alipay record and bank status. Avoid paying the same order repeatedly while the result is unclear.

Reversed

Reversed usually means the authorization or transaction was withdrawn. Your bank may still show a temporary pending line before it clears or changes.

Failed

Failed means the payment did not complete. A bank may still send an authorization message or show a temporary hold. That is not automatically a final charge.

When the records do not match, save:

  • merchant amount;
  • service fee;
  • transaction time;
  • Alipay record;
  • bank pending or posted entry;
  • refund, reversal, or failure message.

If the mismatch does not resolve, contact the side that still shows the unresolved record: Alipay or the issuing bank.

Should You Split a Payment to Avoid the 3% Fee?

If you are buying genuinely separate items, a merchant may sometimes allow separate checkouts. But whether one order can be divided depends on the merchant and its checkout system.

Restaurants, hotels, ticket sellers, and retailers may need one order to match one receipt or one payment record. Separate payments can also mean separate receipts and separate refund records later.

For a larger purchase, the easier approach is usually to review the Alipay total first and compare the normal payment methods the merchant accepts, such as:

  • a physical international card;
  • RMB cash;
  • another supported mobile-payment route.

If the merchant cannot divide the payment cleanly, do not turn a normal checkout into a complicated negotiation. Use a payment method the merchant already handles without creating confusion around the receipt, order, or refund.

Before you confirm, check:

  • merchant amount;
  • Alipay service fee;
  • total payment;
  • selected card;
  • exchange-rate source;
  • possible bank fee;
  • current promotion;
  • saved receipt or transaction record.

The cleanest way to know what a payment really cost is to compare the Alipay confirmation with the final card statement. One shows the merchant amount and platform fee. The other shows how your own card converted and charged the transaction.
